To celebrate another local government milestone, the Department of the Interior and Local Government held four-cluster Seal of Good Local Governance (SGLG) Awarding Ceremonies at The Manila Hotel, Tent City, with the theme “Gobyernong may malasakit tungo sa pagbabago at patuloy na pag-unlad.” The events ran on the following dates:
- November 24: Central and South Luzon Cluster (Regions III, IV-A, MIMAROPA, V, and NCR)
- November 27: North Luzon Cluster (Regions I, II, and CAR)
Visayas Cluster (Regions VI, VII, and VIII)
- November 29: Mindanao Cluster (Regions IX, X, XI, XII, XIII, and ARMM)
The DILG raised the overall criteria for SGLG from “3+1” to “4+1.” It means LGUs need to pass all the four core areas—Financial Administration, Disaster Preparedness, Social Protection, and Peace and Order. In addition, the LGU must also pass at least one of the essential areas—Business-friendliness and Competitiveness; Environmental Management; and Tourism, Culture and the Arts.
Considering this heightened standard, 448 out of 1,671 LGUs still managed to bag the highly coveted seal. This is 47% higher than last year’s 306 awardees. The 2017 roster of awardees includes 28 provinces, 61 cities, and 359 municipalities.
The Ilocos Region had the most number of awardees with a total of 68, followed by Central Luzon and Western Visayas regions with 56 and 46 awardees, respectively.
Each of these awardees were given a marker symbolizing their journey towards good local governance by upholding the standards of transparency, integrity, and service delivery. Similarly, each is also entitled to the Performance Challenge Fund for development projects ranging from PhP 2 to PhP 3 million.
From among the awardees, a special distinction was accorded to the Municipality of Brooke’s Point, Palawan for its consistent performance in meeting all the parameters across all assessment areas for three consecutive years (CYs 2015, 2016, and 2017).
